Fujian Quanzhou takes multiple measures to promote high-quality development of preschool education

In recent years, the Quanzhou Municipal Party Committee and the Municipal Government have attached great to preschool education, actively promoting the popularization and inclusiveness of preschool education through a series of policies and measures, striving to solve the problem of "difficulty in public kindergartens and high fees in private kindergartens". According to reports, since 2017, Quanzhou has issued special on preschool education under the names of the Municipal Party Committee Office and the Municipal Government Office, clarifying the relevant planning and investment responsibilities. On this basis, Quhou has promoted the increase, renovation, and expansion of public kindergartens at all levels of government and education departments, planning to build or renovate more 200 kindergartens in the city by 2025, adding 65,900 new places. So far, Quhou has completed the new or renovated 100 public kindergartens, adding 36,000 public places, with the public rate preschool education reaching 58.91% and the inclusiveness rate reaching 92.28%, ahead of the goals set by Fujian Province the 14th Five-Year Plan. In order to support the development of inclusive private kindergartens, Quanzhou has introduced methods for the recognition support of inclusive private kindergartens, and has established a government procurement service mechanism at the county level. Through policy financial support and social capital participation, Quhou has promoted more private kindergartens to provide services, achieving full coverage in counties. At the same time, Quanzhou has continuously improved the recognition management of inclusive kindergartens, giving inclusive kindergartens more space for survival and development. In addition, Quanzhou has also focused on standard the construction of rural preschool education sites, promoting rural preschool education sites to meet provincial standards. Currently, 130 rural preschool education sites in Quanzhou met provincial standards, accounting for 50%. By 2025, Quanzhou aims for all sites to meet the requirements of the "Basic for Rural Preschool Education Sites in Fujian Province". To further improve the quality of preschool education, Quanzhou has established a demonstration garden creation reward system. municipal finance provides a reward of 200,000 yuan for the creation of provincial demonstration kindergartens and 150,00 yuan for municipal demonstration kindergartens, with counties (cities, districts) also formulating reward measures for county-level demonstration kindergartens. This has effectively increased the enthusiasm for creating demonstration gardens, and by December 2023, Quanzhou had 554 demonstration gardens at all levels with a coverage rate of high-quality resources reaching 52.22%. Notably, the "Notice of the Quanzhou Education Bureau on Printing anduting the Opinions on the Enrollment Work of Kindergartens in Autumn 2024" encourages and supports kindergartens with conditions to provide childcare for children aged 2 to 3. Counties (cities, districts) also encourage and support kindergartens with conditions to open childcare classes based on theof resource allocation and public demand. Currently, 72 kindergartens in Quanzhou have opened childcare classes, with 998 children in. A relevant official from the Quanzhou Education Bureau stated that during the 14th Five-Year Plan period, they will continue to focus on the development preschool education, especially considering the trend of declining birth rates. In the future, Quanzhou will focus on supporting projects for the optimization of the structure and improvement the quality of urban public kindergartens, strengthening the construction of activity rooms and health care rooms, and creating a healthy and beneficial environment for children. At same time, Quanzhou will continue to improve the public rate and teaching quality of preschool education, further meeting the public's demand for high-quality preschool education
