In may, The General Office of the State Council issued "about promoting the development of infants and young children under the age of 3 care services guidance", defined the responsibilities of 17 departments, request to establish perfect the policies and regulations to promote the development of infant and child care service system, standard system and service supply system, fully mobilize the enthusiasm of social forces, infant care services in various forms.

In October, the national health commission issued the standards for setting child-care institutions (trial) and the standards for the management of child-care institutions (trial), establishing a clear "national standard" for child-care institutions. At about the same time, the national development and reform commission and the national health commission issued the implementation plan of the special action to support social forces in developing universal access to education (trial).
